## 不是运营商的自由选择

谁为电网扩建付费，不是各特许经营者的自由决定。它是写在 order、法律、法令或招标文件中的 cost allocation 方法、机构角色与特许合同组合。因此，有用的问题不是“谁应该付费？”，而是“这一司法辖区记录了哪种方法——以及针对哪一类加强？”。 [[1]](#ref-1)

## 三类机制

第一类是经由使用电价的区域社会化。在美国，FERC Order No. 1000 要求事先（ex ante）确定的区域方法；Principle 1 要求把成本分摊给受益者，“in a manner that is at least roughly commensurate with estimated benefits”。 [[1]](#ref-1) Order 1920（2024 年五月 13 日）要求长期规划——最短视野 20 年——以及电价中的 ex ante 方法；允许州级协议，但不能是唯一方法。 [[7]](#ref-7)

第二类是 participant funding：接入方支付研究归属于其项目的加强。Order 2023 按比例影响分摊集群成本——设计以发电为中心；large loads 另有讨论。 [[6]](#ref-6)

第三类把两极与额外的消费者保护结合起来——词汇随司法辖区而变，问题相同。

## 各区块如何收费

在巴西，输电拍卖以最低允许年收入（RAP）向中标者付酬——在 Edital nº 4/2025 中为 30 年，每 5 年修订。使用随后收取：EUST = 已核准 TUST × MUST，与当月实际使用无关。 [[2]](#ref-2) [[3]](#ref-3) ANEEL 监管，ONS 运营 SIN，MME 决定配电特许延期。 [[11]](#ref-11) [[12]](#ref-12) [[13]](#ref-13)

## 电价保护的语言

这些是规范文本自身的标准——不是哪一种设计更好的排名。

## 不确定性

凭本档案来源，无法详述美国区域 OATT 在遵守 Order 1000 与 1920 之后的实际公式。美国 large loads 的分摊将如何在 Order 2023 的发电设计之外稳定下来，也不清楚。
